Partial membership is granted at the discretion of the Board of Directors to companies licensed by the Communications, Space & Technology Commission (CSTC).

Members must hold a valid telecommunications licence issued in the Kingdom of Saudi Arabia.
- Members must comply with all decisions, rules, and regulations issued by the Forum.
- Members are required to meet all financial obligations in accordance with the Forum’s terms and conditions.
